Voting, property rights, and leadership roles are restricted to the Proven, but all residents benefit from safety, education, and stability.
Visitors are expected to show respect in holy sites and follow local order codes. Sermons, oath ceremonies, and memorial processions are open to the public. Non-citizens may not speak in council halls or bear arms within the inner ring, but are otherwise free to conduct trade and travel.
